I think it’s because Snow and Charming are naive, and they mistake that for goodness, and mistake goodness for competence.
Actually, Snow is worse than Charming, from what we’ve seen, oddly enough. That might be because he knows he doesn’t know the first thing about ruling anyone, so he stops and thinks and makes halfway intelligent choices.
Snow is so worried about being this saintly perfect figure like the memory of her mother that she refuses to do what is responsible. It got worse after the sleeping curse, obviously because of the ‘prison of your own regrets’ that it’s made of, so she was too afraid to do right out of fear of doing harm. And it’s only gotten worse since the Dark Curse, which, again, I blame on 28 years with Mary Margaret’s knowledge of Disney’s movie telling her what Snow White is.
Her own memories have been whitewashed, and she berates herself every time she acts human. Because she can only let herself remember having done things that match up with the Disney ideal, she thinks she’s fallen, that she’s changed for the worse. Because she blames herself for not living up to perfection, she makes horrible choices and lets crimes go unpunished.
I don’t understand why after the curse broke they were allowed to have any say in how Regina was dealt with. They’ve already passed sentence on her. She then committed crimes against MANY kingdoms, not just theirs. Even if they let the first trial and execution commuted to exile stand as the worst crimes were committed against Snow, that is no longer the case. Every other kingdom should have a list of charges to bring against her, for the curse, and what was done during it. Abigail has the attempted murder to bring against her, for one thing. The common folk may not have power, but Midas? George? Thomas’ father? Why did they sit back and let these children deal with her when they proved last time the way they deal with Regina lets her bring more pain?
